The veil was not opaque. In flashbacks Sheila’s face was visible and recognizable.
Of course the set had to have enough light for viewers to see it. They couldn't show a literal pitch black room. But there is no point in turning off power to the entire city and no point of a hood and veil if Steffy was meant to see her clear as day. and I guess no point of sarcasm.
