Tell the police that Steffy keeps attacking her and Steffy told her that she wanted her dead. Then stage her death again and let Steffy go nuts being investigated. It would be even better if Sheila recorded Steffy saying that she wanted her dead.

Exactly how would that help Sheila get what she wants? If she's "dead" she can't see Finn and when she gets found out he won't want anything to do with her after causing more havoc for his family.

There is no way that Steffy is going to let Sheila have a relationship with Finn anyway. So, if Sheila has to be miserable, let Steffy be miserable too. Misery loves company.
