I don't think she's Jack's cause Li said today that Poppy having a one night stand with Bill was the reason Luna doesn't know who her father is.

I think it is possible that Poppy doesn't know that Li knows that Jack is her father. LIke Jack confessed to her and Poppy has always just claimed not to know who her father is. Li doesn't want anyone to know especially Luna & Finn so she just plays along.
She made a comment to Finn about Jack's many affairs. Its been awhile now so maybe it was a throwaway line.

I don't see the drama in giving Bill a 3rd unknown kid. There is zero conflict. Also Li is so over the top it feels liek there has to be more to her angry.
