After reading Soap Opera Digest I get the impression that Liam does something to “try stop Sheila” and it somehow backfires. This is reminding me of when Liam yelled that Sheila had a gun & Steffy shot. We already know he tells Ridge & Wyatt something about his intentions. While he may not be actively trying to break up her marriage he does want Steffy back & if he can get Sheila out of their lives he would be her hero.

i didn't get that impression after reading it, i helieve his intentions are just more of the same, he loves steffy, wants to protect her, etc etc etc, but i guess we'll see

It was this section about him telling Finn he has to secure Steffy & Hayes's safety that gave me pause. Like what does that mean?

What is he supposed to do?

It could just be weird wording because it is supposed to be a recap and they are often missing details.

But what can Liam HIMSELF do to "secure their safety"? Is Liam seriously stupid enough to believe that only he can contained that beast Sheila? Good luck, dumb a$$.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
