Remember Tequila Night? Steffy already was in a relationship with Finn then, they already had exchanged "I love you´s" but when Liam told her that he would leave Hope and that he made a big mistake by marrying Hope and he and Steffy missed so much time together because of his decision to marry Hope (practically the same lines he is telling Steffy now) Steffy immediately was willing to sleep with him and didn´t waste a thought on Finn.
As soon as Liam found out it hadn´t been Hope but the mannequin everything was suddenly different again and Steffy was really disappointed when Liam said he would not leave Hope now....so no, Finn never was #1 for Steffy, not then and not now.
