It's complicated. Hope was clearly subconsciously harboring insecurity, which is understandable after years with Liam. That insecurity in turn drew her Thomas. On the conscious level she loved Liam and she feared the judgment that came with being with Thomas so she lied and denied. Eventually her feelings caught up to her and she kissed him. Liam's reaction and his flippant statement about Steffy verified her subconscious insecurity and here we are.
