Where is Brooke's loyalty to her daughter - why does she always encourage Hope to forgive when Liam messes up. I would love an explanation for that? She has very good reasons not to want Hope with Thomas, but she shouldn't want Hope with Liam either.

Brooke's loyalty IS with her daughter. Pushing Hope towards Liam isn't being done because that's what Brooke wants. Brooke thinks that is what Hope wants. Until today, Hope hasn't told Brooke anything to the contrary.

Brooke hadn’t asked her daughter what she wants. She just telling her to get back with Liam. I have a daughter and I would never want her with someone like Liam. He is repeatedly unfaithful and because it’s Steffy, Hope is to always forgive him
I would be helping my daughter get rid of him for good
