Actually she doesn’t see Thomas like a bad boy anymore. He doesn’t act like a bad boy or do exciting things that are dangerous and are what normally make girls want to be with bad boys

The show labeled him a "bad boy" for a reason..per Brooke's dialouge..he's a "bad boy".
