Thomas didn't sell the baby to his mother. This were Reese and Felony Flo.
Tom actually thought he was doing his sister a favour if he didn't tell about Beth/Phoebe because if he told she would lose the child. So keeping quiet seemed to him like a win-win situation, Hope would not leave him and his sister could keep the baby. Still very wrong of course!

It was wrong. How did Taylor, who is suppose to be so intelligent, get involved with that?

If this is not a rhetorical question only, here in a nutshell:
Taylor liked Reese who was a doctor too (ob/gyn). She told him that she would pay any price for a baby for her daughter to adopt. He owed money to some gangsters and tried to find a baby he could sell. Per accident he was the doctor Hope gave birth with. She fainted and he stole Beth and showed them a stillborn child.
A young woman he knew played the mother willing to sell the baby to Steffy. They wanted 250,000 for it, cash in a suitcase (!).

The only one who went to jail for this was Reese btw.

Yet she lied to the social worker handling the adoption... She told the woman that there was a inhome evaluation, but Steffy looked at her in a "No there wasn't" look and Taylor slapped her hands in a gesture to shut her up and Taylor answered those questions according to how Reese prepped her to answer them. I think the lying quack new more than she let on since she bragged about knowing all about private adoptions. That would also explain why she prompted Steffy to get the baby out of the country and only recently returned.
