It will depend on Tom´s reaction. If he rejects her, even in a friendly way, she will certainly regret the kiss, because she would be mortified.
If he kisses her back, anything could happen...
If he kisses her back, then he hasn't changed..given that he swears up and down to his family that even if Hope throws herself at him, he wouldn't do anything..he's a liar. IMO.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
