Very true. And Hope already brought up Liam’s past behavior during this storyline, suggesting she had never really forgiven him.

Well, to be honest, in real life, who could forgive a thing like Tequila Night?
Sure, Hope told him she forgave him, because how else should she have gone on with their marriage?
But as it was not the first time, and again with Steffy, and he also admitted to Hope that he told Steffy he loved her (or"something like that", as Liam put it), it would be enough to make any wife spell the word "divorce" for her husband.
So I think you are right and Hope has never really forgiven him...or she may even think she forgave him, but will never forget. It would be better if she could start with a new man, needn´t be Tom, but I think as this is a show and not real life Hope´s chances to get a new man are rather small.
