Thomas told Hope that Beth was dead and it was better that she accepted Beth being dead. And this is when he knew she wasn't dead and he thought it would be better if Steffy kept her.

I get that but he never said he wished her dead. Never. What Thomas did was bad to both Hope and Steffy. But he never said he wished her dead. He just used the situation for his purpose.
