She didn´t cheat on Liam with Tom. She was half crazy with grief herself and Tom convinced her that Liam should be with Steffy and Kelly while she should be a mother to little douglas.
Shoving Liam to Steffy was a mistake of course but in her state of mind she thought it was the right thing to do, "for the children".
Just saying "she cheated with Tom" is not correct here (and she never slept with Tom while Liam slept with Steffy while living with her).

She let Thomas kiss more than once while she was married to Liam and both were grieving Beth. Both were grieving, not just Hope. This is cheating. Kissing another guy while married is cheating.
