I looked at 4 different sites for similar post like this one www.worldofbb.com/index.php?id=2883040 . I could not find one that predicted Deacon being in on the plot before I posted that question. Suddenly the next day similar posts posed the same question.

Frankly this was the only way to save Deacon if they wanted to keep him. I remember him always trying to get rid of Shelia. I do not know exactly when he was pulled in. I remember mysterious texts and envelopes that he got back in Sept. We all thought it was Nikki. There were questions posed wondering if she recognized Shelia while she was posing as Lina. Anyway, there is no doubt about it, they needed Deacon to provide Shelia a safe place were she could take her guard down while they set up their sting operation... There is no way that they could have figured out where Shelia was hiding without Deacon. Her disguises were really good. When they got to the next level with Bill, they had to come up with an excuse to get Deacon out of the way. That is were going to Italy to get money came in. There is no way a parole officer would allow a convict on parole to travel out of the state, much less the country.

Throughout this story, Deacon always tried to get Shelia to turn herself in. He clearly wanted her out of his apartment, but she would not leave. I do think he developed feelings for Shelia whether it was compassion or love, I guess we will find out. No doubt about it he enjoyed the sex. Deacon has always been a horn dog. He also always expressed his concern for Hope and how she would feel if he was caught.

It may be predictable, heck a novice who is always wrong about plots, figured out. We know that Shelia is not going anywhere, something will happen and they will lose the confession. It may be interesting to see if Deacon stands by Shelia. He stood by Quinn no matter what she did. He even supported her when she was indirectly responsible for Hope losing their shared grandson.

You can leave the country on parole if you get the prior approval of your parole officer. His officer said that he had been the perfect parolee, so it is not farfetched that he would be allowed to go to Italy to secure funds for a business.

I don't think this goes back that far. I really don't. Everyone believed that Sheila was dead. The sting came about after they discovered she was alive. The envelope and texts from back then were 100% about Nikki. If you watch Y& R, we watched her open the envelope and discuss it.

At best, he was approached by the Feds after his return from Italy, and he was forced to go along with it or go back to prison. But it seems likely that Bill & Ridge realized they might need him once they saw her going to see him.

What did Deacon add to the investigation? He never tried to get information from her. All he did was drink with her and have sex. Why would they need to send Bill to romance her if she trusted Deacon?
The only time Deacon acted even remotely suspicious was last week when he tried to break up with her. We saw inside Deacon's head. We saw how upset he was when he learned about Bill & Sheila.

What you are saying would have been a better story instead of this contrived mess, but I don't think it is the case.
I think the original plan for this story was different. Lina was supposed to interact with people, but it shifted for some reason, possibly because Tanner was filming that movie. This was a long story in that he knew some major plot points, but the how and why were made up along the way. Even the Bill portion of the story seems like it shifted along the way.
