Bill must be drugged or hypnotized...does he really think if Steffy wouldn´t call the police he could live happily ever after with Sheila in his mansion in Beverly Hills and no one would ever find out?

I don't think that's what he thinks. There are ways for the state to drop the charges. This is about Sheila being free not just them not calling the cops.
