Why would Sheila wear sandals in LA?

The writers are getting more and more sloppy. If Sheila is SOOOOO smart as they all think, Why sandals?

Either the writers have completely lost their touch, or there is more to it. None of it makes sense. She had to have heard Steffy on the phone, and why wouldn't she immediately take off running? What happened to the suitcase she was carrying?
