Says in SOD and the episode where brooke and carter talk about ridge or bill/katie situation says:

"Carter remarks that he hopes Ridge tears up the annulment papers he had brooke sign"

is this another "oops i didnt file the papers situation again. Bridge still married.

Probably, yes. Maybe Ridge didn't even give them to Cater. Ridge seems to have an overwhelming desire to be a bigamist.
