Bill never abused or threatened or terrorized a 5yo child. Bill doesn't have a history of sexual assaults like Thomas. And when Bill blew up the building he thought it was empty. Thomas purposely set Rick's house on fire knowing Rick was still there, and left him for dead. I have never been a Bill fan, but I still don't consider him as monstruous and evil-minded as Thomas.

He planned on killing a pregnant amber who he thought was carrying his grandchild

No one is guilty for their thoughts alone.

If we're talking actions, Bill did walk away and left Amber there, just like Thomas walked away and left Emma.
