Does it mean Stefy/Taylor condone what Sheila did to Brooke?

That's ONE of the things that makes them (and Thomas) the villains in this story. By continuing to interfere in Brooke and Ridge's marriage and benefitting from Sheila's manipulations, they directly approve and condone her crime against Brooke.
Brooke and Ridge were fine before NYE. They weren't agreeing about Deacon but they weren't close to a separation. Ridge supported her when he learnt she drank. He only moved out and kissed Taylor AFTER she confessed about kissing Deacon, and now even Ridge acknowledges Brooke was innocent.
Sheila and her evil scheme is the ONLY reason why Taylor got to spend all those moments with Ridge this year. No alcohol, no Deacon kiss. No Deacon kiss, no separation. No separation, no TRIDGE living together.
I don't care about what they said when they found out. If Steffy, Taylor and Thomas were as appalled as they claimed, they would have told Ridge to work things out with Brooke the moment they found out about Sheila. Taylor would NOT want to get Ridge because of Sheila's crimes against Brooke. Her children would never agree to benefit from them.
But nope. They are all taking full advantage and reaping the rewards of Sheila Carter's actions. It looks bad especially for Steffy, who almost lost her husband and her own life because of Sheila. Apparently she totally condones it now. If she didn't, she would tell Ridge to go home to his wife and tell Taylor to find a new boyfriend without Sheila's help.

Well that is interesting and absolutely correct. Nice take on it, because it is true. If Sheila had not done what she did, none of this would be happening now, which means, that yet again, Taylor could only snag Ridge with manipulation from someone else, serious manipulation, and she and the brats condone it. And, Ridge has no leg to stand on if Brooke IS the one that calls CPS. She just told him she would, he asked her not to, they hugged. He did not yell at her and tell if she does call, he is going to leave her. BUT, he has been harboring a secret that directly affects Brooke.
