I don’t think the show perpetrates it. They have characters that are elitist but it doesn’t mean that the writers agree with those characters views. In fact Bell had stories centered around the homeless and those characters were clearly to be sympathetic and respected.

It’s just like how in Harry Potter you have the elitists who only like people who are “pure blood” witches and wizards. That doesn’t mean Rowling was saying we were supposed to agree with their views.
