No way. She shot Finn only because he jumped between Sheila and Steffy . And then even worse than that, Sheila shot Steffy and would not allow her to call 911 to help Finn, so supposingly he died there in the alley/store room.

I believe Steffy could press charges if she wanted to. And then to wrap up the case, all the evidence was found in bag in Sheila's room - Steffy's rings, Finn's ring and wallet. And I am sure she still has the gun with silencer on it. She was planning something when she went to the alley. You do not carry that kind of gun to protect yourself.

Yet, Bell let other evil criminals/attempted killers/rapists on this show skate or never seen a day in jail. I don't see why Sheila can't skate now that Finn is still alive? Especially since she's actually paid before/locked up in prison for sometime..that's a heck of lot more than other despicable criminals on this show never seen a day in prison.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
