It wouldn't surprise me if "Janet Webber" is sitting in her padded room thanks to Sugar. That could be why the alarm has not been sent out that Sugar has escaped. It would be the best revenge that Sugar could do to Shelia. Sugar could have planned to take over Shelia's life and went to Steffy's to let her in on what she did.
Why dont they call the facility to see is Janet is there and for them to count her toes?

but she didn't go there to let steffy in on anything, she went there to kill her, hence the "tonight you die" line

but she didn't go there to let steffy in on anything, she went there to kill her, hence the "tonight you die" line
it sure sounded like sheila maybe her voice box got changed too

Now that’s what I think. Someone needs to call that facility. That would be logical to me.
