Sugar did time for her own crimes, not Shelia's. There was a woman who Shelia paid a long time ago to switch places for her in jail, but it was not Sugar. Sugar went to jail for trying to kill Scotty. If she went to jail prior to that it was for her helping Shelia escape many years prior to that.

No, she was arrested and sent to the psych ward as Sheila for Taylor's shooting. But she wasn't there long. She broke out and stabbed Scotty and then was arrested and put in prison for her own crime. Later, Sheila went to prison for the shooting herself.
