How will Sheila and Deacon get married when Sheila is officially dead and cremated?
Deacon and Finn did not call the police and Sheila did not go to a hospital, officially she doesn't exist.
She has no valid papers, no accounts, no credit cards...can you get married in the US without verifying your name, who you are?
Sheila can easily go to the police and get that rectified.
She isn't a fugitive, so she doesn't have to hide.

But even when Sheila for the first time has turned up in LA/ on B&B,
she was able to marry Eric, even, when on Y&R Sheila was believed to have died after she had held Lauren and Sheila's mother prisoner and had threatened to kill them.
Sheila was just using her own name - Sheila Carter - and no forged identity.
