Who does ever pay? Quin got away with kidnapping Liam and sexually abusing him, with purposely throwing Ivy in the Seine and other crimes, Sheila is free after shooting Finn and Steffy and letting them to die in that alley, Bill with arson and I al sure there are a lot more

Sheila and Deacon paid prison time. And Sheila is free now because idiots Steffy and Finn chose not to testify against her..that is purely on them for choosing to protect and cover up Taylor's crime of attempted murdering on Bill instead of testifying..they made their choice, so they need to live with the consequences of their own stupidity. I'm so sick of Steffy whining about Sheila when she had the opportunity to put her away and chose not to.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
