Why was Finn in the HFTF office?

Well it is not Steffy's dedicated office either... It has been shown that Hope spends most of her time at FC in that office. Finn knows that and has even sought Hope out in there himself. Maybe Steffy needs to ask, why did she find Finn in the office that he knew that more than likely Hope would be there.

As for not having sex in that office, EVERYONE has sex in those offices and it is not just Hope or Brooke. The founder of the company set the corporate culture for his company. Eric was the one that set the standard for corporate sex in the offices and steam room. I guess it can be said that even Stephanie had sex in those offices as well since she once said that Eric worked late in the beginning of their marriage and that she would go to him to spend together time.

So if the owner of your company has sex in an office, you would do that too and then claim that you just follow his example because you are entitled to everything the owners of the company do?

Where does it work that way?

As long as no employe is involved (no sexual harassment, no one accidentally walking in while the boss has sex) , they don't have to answer to anyone, expect the co-owners.

But an employe has to answer to all of his/her superiors and in such a family business the owners can easily fire someone for misconduct.
