It was just plot-driven...they needed a reason for Steffy to punish Hope by taking her line from her, so they had to put Finn and Hope in the same room, just by accident, and Hope falling on him accidentally...this will be enough to make Steffy's head explode and she will not accept any explanation.
Very sloppy writing.
It is but they could've make it believable if they wanted the line to be cut. It just makes them all look stupid.
