Agreed. He is also the GA man who insists he puts his wife's wishes first. He definitely can converse with whomever he chooses, but he should just speak up and say that instead of saying one thing and then doing another.
I realize he never once promised to stay away from Hope.

Respecting a wife's wishes doesn't mean bowing to them, and no, he did not promise to stay away from Hope. Correct.

Also respecting a wife’s wishes is one thing but to be forbid or demanding he not be around someone is another. Steffy has no idea how to ask respectfully
