No, he won't be.
I rather think /hope/ that Thomas might find a proof that Sheila set up the whole situation with Sugar, or something else- to show Sheila's not changed.
Although Steffy is family, Thomas loves Hope way too much to let his sis take the line from her/ from him/ from both of them.

And then, there is still Eric.
I don't think he would let Steffy to end HFTF out of her personal reasons.
