So if Bill tells Sheila that her reign of terror is over that can only mean that she confessed to murder. Otherwise Bill would never have revealed himself.

It's possible they bring in Mike or Deacon to get a confession, but it seems like this all goes down too quick for that and she certainly isn't telling Bill anything now that she is suspicious.

I think she discovers what's up. He reveals himself because they realize she knows she is being played. Assuming it happens the way it did on the clip, it will sound like a threat and then she goes over the edge. Him not getting a confession from her will be the motive. But we shall see.
