I always thought that Hope has a soft spot for Tom because when she was a little girl he was her big step-brother and she probably adored him. That's probably because she can forgive him even the unforgivable, while Liam can't understand this.

I think that’s a fair statement. But her soft spot for Thomas is just that she probably looked up to him as an older step-brother and not in some romantic way.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
