Yeah, if Douglas wasn't involved, Steffy would have kept the fake CPS call a secret..no doubt in my mind.
And if Douglas wasn't involved, Steffy would've been fine with Ridge marrying mommy dearest under false pretences. Steffy couldn't careless about Ridge's feelings..if she truly cared about her daddy, she wouldn't be so nasty and relentless on breaking up his marriage to Brooke in the first place.

Steffy wants Ridge and Taylor to remarry each other for the right reasons, not based on a lie, so the marriage doesn’t implode, hurting both of them. I feel confident if Douglas wasn’t involved, and she had just overheard Thomas replaying the recordings, she’d be doing the exact same thing. She thinks Ridge could do a lot better than Brooke and she’s entitled to her opinion.
