You don't have to KNOWINGLY commit a crime to commit a crime.


To be guilty of commiting the crime, it has to be knowingly. Steffy committed no crime.


The big question here is "Was the adoption legally finalised before Steffy took Beth to Paris"? If it wasn't then she took a child not belonging to her out of the country whether it was knowingly or not still a crime in the eyes of the law.


If it wasn't, then I highly doubt that Steffy would have been able to obtain the proper paperwork that Phoebe would need for going to another country.

Steffy managed to get the adoption even though she and Taylor lied to Carter about the social worker home visit so who's to say that she obtained the paperwork to take Beth out of the country with yet another lie. Adoptions take 6 months to be legalised so in actual fact Steffy took Beth out of the country prior to the required 6 months of the adoption being legal. JMO
